Proof of Residency
Muenster ISD requires families provide proof of residency each year in the annual registration process. All MISD campuses will utilize an online form for parents and guardians to submit one of the accepted documents. This program is intended to reduce paper waste, improve accuracy and save time for both parents and campus staff.
If you have more than one student attending MISD, you will need to submit proof of residency for each student individually. Once submitted, your proof of residency will be reviewed by campus staff to verify it meets one of the requirements listed below. If it is not accepted, you will be contacted for further information.- A copy of a current (current or previous month) utility bill (electric, gas or water) which shows the current usage and physical address of the property of residence.
- A current lease showing the date of occupancy, address of residence, signature of lessee and signature of lessor (valid for 30 days until a utility bill is available).
- If you have recently purchased your home, a copy of the closing papers will suffice until a utility bill is available to reproduce (within 30 days).
- If you contract to build a home, you must provide a contract or letter from the builder on official letterhead showing a projected closing date during the school year of enrollment, builder's signature, physical street address and the names of the buyers.
- If you are living with a relative or friend in the MISD attendance zone, an affidavit must be completed, notarized and returned to the school office along with a current utility bill. The homeowner's name listed on the affidavit must match the name on the utility bill.
- Students living apart from parents—Refer to Policy FDB (LOCAL).
Proof of Residency can be uploaded during the registration process in Ascender. While the electronic process is preferred, MISD campuses will continue to accept proof of residency in-person. Please contact the campus office directly for alternate submission options.
Please note the enrollment process will not be complete until this documentation has been received. Students will not be placed on a class list or receive course enrollment information until it has been provided. Students who are unable to produce documentation to verify residency in the Muenster ISD may not be able to attend a Muenster ISD school and will be subject to withdrawal. Residence requires living in the district and having the present intention to remain there.
Please refer to the Proof of Residence Guardian FAQs for further assistance.Presenting a false record or falsifying records is an offense under Section 37.10, Penal code, and enrollment of the child under false documents subjects the person to liability for tuition or other costs. Free & Reduced Meal Application

Lunch and Breakfast Program for 2022-2023 school year
This 2021-2022 school year, USDA issued guidance that allowed schools to offer meals to all students at no cost, so while no application or eligibility determination is required for your student to receive free meals for this school year, income eligibility requirements will likely resume in the 2022/2023 school year. Muenster ISD will process household applications during this school year to ensure student eligibility for free or reduced-price meals during the FIRST 30 DAYS of the 2022/2023 school year. Please, if you DO NOT want to be charged for meals at the beginning of the next school year please, if you haven't already, complete the Free and Reduced application found on our website (link above) and return it to school. You will be asked to fill out another 2022/2023 application at the beginning of the school year. This will ensure you free or reduced meals for the entire year. If there is no application on file on the first day of the school year 2022/2023, you will be charged for meals. Follow the steps below to register a current MISD student for the 2023-2024 school year. We look forward to another amazing year with your child!
Step 1: Access Ascender Parent Portal (Click here & login to your Ascender Parent Portal Account)
* If you do not have an Ascender Parent Portal account,
- Contact your child's school to get the parent portal ID as you cannot register a current student without it.
- On Login page, click Create Account.
- Enter email address and mobile number.
- Set up a security question.
- Log on.
- Verify email address.
Step 2: Register Student on Ascender Parent Portal.
- From the Summary Page, click Registration.
- Click Start Registration.
- Complete all forms. There are several types of forms:
View Only - Click Next Form to confirm that you have viewed the form.
Download - Click Download Attached Document.
Review and Update - Add or change data as needed.
Contacts - Click Add User to add a new contact.
- Click Next Form until you have updated and reviewed all forms.
- Once finished, click Finish and Submit.
Step 3: If you are living with a relative or friend in the MISD attendance zone, an affidavit must be completed, notarized and returned to the school office along with a current utility bill. As a reminder, our district has added the ability to complete all student registrations online. This added benefit will prevent the abundance of paperwork being sent home with your child during the first week of school. Names, addresses and other personal information will be filled in automatically, decreasing the time required to complete these required forms. If you have any changes to phone numbers or addresses, please make those updates as you are registering for the new year. It is imperative that we have correct contact information for each student.

Follow all the steps below to register for Pre-K, Kindergarten, or as a new student for the 2023-2024 school year. We are so glad you chose to enroll at Muenster ISD! If you live outside of the Muenster school district, please click on the Transfer Student tab.
Step 1: Fill out the New Student Enrollment Form.

Children must be four years old by September 1, 2023. As part of the enrollment process, you will be required to upload the following documents: a copy of the child’s immunization records, social security card, birth certificate, and proof of residency. These items must be received by Terri Barrett, Administrative Assistant of Muenster Elementary, in order for your child’s registration to be complete.

The MISD Transfer application window for the 2023-2024 school year will open April 3, 2023.
The MISD Transfer window will close on May 2, 2023.
Transfer applications for new and returning students for the 2023-2024 school year will be open from April 3, 2023 through May 2, 2023. No applications are accepted outside of this timeline. To be considered for transfer approval to attend Muenster ISD, applicants must follow the procedure outlined below.
NOTE: Returning transfer students should only complete Steps 1,2, & 3. New transfer students should complete Steps 1,2,3,& 4.
Step 1: Complete the Transfer Application Form.

Step 4: Provide the information listed below with the application.

- An attendance record which covers at least the preceding school year.
- A cumulative grade record of all school years, subjects, and courses. This record should include the results of all state assessments.
- A current immunization record.
- A list of the extracurricular activities in which the student is or has been involved.
- A discipline report signed by the home district principal indicating any disciplinary actions taken relative to the student. If no disciplinary actions have been taken, the report should indicate this.
- A letter of reference from the home district. This letter may be from a faculty member or administrator.
Applicants will be submitted for approval/disapproval to the respective campus transfer committees. Families will be notified of approval/disapproval by the end of June.

Muenster ISD is pleased to have the opportunity to serve your educational needs. At MISD, we love, accept, respect, and inspire students! We also have high expectations of all students. There are three areas in which MISD is not flexible with regards to transfer students: academic performance, attendance, and disciplinary actions.
Students must be successful in the classroom and make acceptable academic progress. If a student should make a failing grade in a six week period, the student will be placed on academic probation. Should a second failing grade be earned, the student’s transfer may be revoked in the following year. In addition to the minimum grade requirement, any transfer student that does not complete assigned work in a timely manner may be subject to transfer revocation.
A transfer student shall be permitted up to five (5) absences in a school year without any disciplinary action. A physician or parent note must accompany any absence thereafter in addition to the phone call made to the school office on the date of the absence. Extenuating circumstances will be taken into consideration in regards to further absences and will be at the discretion of the administration of MISD. Transfer revocation based upon failure to attend school will follow a meeting with the administration.
A transfer student involved in any major violation or several minor violations will be subject to transfer revocation.
All cases are reviewed on an individual basis.
ONCE APPROVED FOR THE SCHOOL YEAR:

Withdrawing from Muenster ISD during the year your student`s transfer was accepted, will nullify the approval status for your student the remainder of the school year.

Failure to attend the first day of instruction; will nullify acceptance for the entire school year in which the student was approved.
